민주정에서의 다수의 지배(대중독재)가 일인 독재보다 더 악한 이유는 민주정에서는 격렬한 의견 대립이 있을때마다 시민의 다수파가 다수의 이름으로 소수파에 대해 가장 잔인한 압제를 행사할 수 있다는 점과 소수파에 대한 탄압이 일인 독재에서 우려될 수 있는 어떤 탄압보다도 훨씬 더 많은 수의 사람들에게서 미치며 더 격렬하게 행해진다는 점이다.
인민의 이름으로 자행하는 박해에서 고통을 당하는 개인들은 다른 어떤 박해에서보다 훨씬 비참한 처지에 놓이게 된다.
일인 독재의 잔인한 왕 밑에서 박해를 받은 자들은 그들의 상처의 통증을 완화하는 인류의 동정심을 얻게 된다. 그들은 고통속에서도 고매한 지조를 북돋아 주는 인류의 갈채를 받고 용기를 얻을 수 있다.
